             Since 1947, Kinnaur was a tehsil of the then Mahasu district. By 1960, the importance of reorganising border area was realised and consequently in view of the ethnic and cultural considerations, the areas which were partly in Rampur tehsil were reorganised into a separate district forming the present Kinnaur district. Rampur, where the Divisional headquarter of Kinnaur Civil and Sessions Division is presently situated, was an independent Erstwhile Princely State of Bushahr riyasat having its winter capital in the regime of Kingdom prior to the emergence of riyasat into a state.

             Kinnaur Civil and Sessions Division was created on 1st July, 1995 by amalgamating the areas of Kinnaur District, Rampur Bushahr Sub-Division of Shimla District, Anni Sub-Division of Kullu District and Kaza Sub-Division of Lahaul & Spiti District, with its head quarter situated at Rampur Bushahr. Prior to its creation, the appellate jurisdiction of Civil and Criminal Cases pertaining to the Kinnaur District and Rampur Sub Division was under the control of Shimla Sessions Division with its head quarter at Shimla.

             At present, there are three regular subordinate courts functioning under the control of District and Sessions Judge, Kinnaur Civil and Sessions Division at Rampur, which are as follows:

  1.  Court of the Civil Judge (Sr. Division)-cum-Chief Judicial Magistrate, Reckong Peo in Kinnaur District since August, 1974.

  2.  Court of the Civil Judge (Sr. Division)-cum-ACJM at Rampur Bushahr  since August 1974.

  3.  Court of the Civil Judge (Jr. Division)-cum-JMIC, Anni in Kullu District since 17th August, 1995.

             As the Civil and Criminal work load on both original and appellate sides in the Kinnaur District is less, the District and Sessions Judge, Kinnaur Division at Rampur Bushahr, holds one week circuit court at Reckong Peo. On the other hand, as the work load of Civil and Criminal cases in the court of Civil Judge (Sr. Division)-cum-ACJM, Rampur Bushahr, is quite excessive, the Civil Judge (Sr. Division)-cum-C.J.M. Kinnaur at Reckong Peo holds one week circuit court at Rampur Bushahr.

           Soon after the creation of the Civil and Sessions Division, a new five storey Judicial Complex was constructed for the functioning of the court of the District and Sessions Judge, court of the Civil Judge (Senior Division)-cum-ACJM and two other Courts at Rampur Bushahr due to the strenuous efforts of the High Court of Himachal Pradesh. The new Judicial Complex at Rampur Bushahr was inaugurated by the Hon’ble Mr.Justice M.N.Rao, Chief Justice of High Court of Himachal Pradesh, on 27th December, 1997. Similarly, an additional accommodation was also constructed in the Judicial Complex, Reckong Peo, for holding the Circuit Court in Kinnaur District, which was inaugurated by the Hon'ble Acting Chief Justice Mr. Deepak Gupta, Judge, High Court of Himachal Pradesh, during the month of July, 2007. Likewise in Anni, it being a hard as well as a remote area of the Kullu District (now known as Outer Seraj), a new Judicial Complex was constructed which was inaugurated by the Hon'ble Chief Justice Sh. Jagdish Bhalla, High Court of Himachal Pradesh, on 27th December, 2008.
